15. 1. To Increase the strength of market development.
    2. To strengthen the role of development platform of the open economy
    3. To promote a coordinated development of foreign investment and trade.

    To actively guide foreign investment in bio-medicine, advanced equipment manufacturing, new materials, modern logistics, food and consumer goods manufacturing, plateau special agricultural products, information, tourism and culture, and other fields. To attract functional agencies such as regional headquarters and marketing centers, procurement centers, logistics centers of multinational companies to settle in our province, and speed up the cultivation of new growth points of foreign trade.

    4. To give full play to the “go globle” trade promotion.

    To encourage the competitive enterprises and surplus capacity industries in our province to invest in South Asia,Southeast Asia countries, as well as countries and regions along the “Belt and Road Initiative”. To integrate into the global supply chain through new establishment and M&A, and establish international marketing network, export product service system and cross-border e-commerce overseas warehouse.

    The export of key commodities, such as electromagnetically products, electronic products, textiles and clothing, and import of commodities and raw materials such as fruits, seafood, natural gas, crude oil and ore shall be supported.

    8. To cultivate and introduce foreign trade comprehensive service enterprises.

    To accelerate the cultivation and introduction of some key foreign trade comprehensive service enterprises, to provide comprehensive foreign trade services such as customs clearance, logistics, warehousing and financing for small and medium sized and micro foreign trade enterprises.

    9. To accelerate the development of cross-border e-commerce.
    10. To actively strive for a pilot of the market purchase trade.

    To expand service trade opening up in the border areas encourage foreign businessmen to invest in tourism, logistics and retail industries.

    13. To increase the financial support.

    To mainly support the export of superior products, such as agricultural products, mechanical and electrical products, non-ferrous metals and phosphorus chemical industry, and the import of advanced technology, key equipment parts and scarce resource products. To encourage the construction of the open economy development platform such as foreign trade transformation and upgrading of foreign trade base, export agricultural products safety demonstration area, and foreign trade comprehensive service platform. To develop market procurement trade, cross-border e-commerce and other emerging trade formats, and to cultivate and promote the export brands in Yunnan.

    14. To speed up the progress of export tax rebate.

    To strengthen the analysis, forecast, dispatch, execution and assessment of the export tax rebate plan, and actively strive for the export tax rebate plan.
